Emergency Financial Aid Grants to Students under The Higher Education Emergency Relief Fund III (HEERF III) authorized by the American Rescue Plan (ARP)
Jefferson Community College received Student Aid funding under section 2003(7) of the ARP. This program, with some changes, provides supplemental funds to the CARES Act section 18004(a)(1) program. Jefferson Community College signed and returned to the Education Department a Certification and Agreement as required under the CARES Act section 18004(a)(1) program. We acknowledge that by drawing down the ARP funds, our institution agrees to be bound by the conditions set forth in the ARP Supplemental Agreement including using 100 percent of these funds to provide emergency aid grants to students.

Jefferson Community College followed SUNY guidelines and prioritized awarding of ARP Emergency Financial Aid Grants to its students in the following manner (methodology)
Distribution Methodology & Implementation Timeframe:
Jefferson followed the SUNY awarding methodology chart for awarding students in the FALL 2021 semester. The remainder of the discretionary funding of the HEERF III ARP Student grants was approved to be distributed to students enrolled in credit bearing courses at census for the SPRING 2022 term, filed a 2021-2022 Free Application for Federal Student Aid (FAFSA), and have a 0 EFC.
HEERF III Student Aid funds may be used by students for any component of the student's cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or childcare. Students deemed eligible for an Emergency Grant will receive an email notification regarding their award. ARP Grant funds will be auto-refunded regardless of any outstanding account balance with the college unless a student affirmatively "opts in" to apply the funds to their outstanding balance. The funds will be distributed by paper check or sent electronically for those enrolled in Direct Deposit.
Students do not need to repay a Federal ARP Emergency Grant. This funding will not have any effect on a student's current or future financial aid eligibility.
Directions, guidance provided to students:
Students with no balance will be sent an email to their college email and/or private email indicating their eligibility for HEERF II funds and the amount they are to receive. All students will receive the following SUNY suggested communication with their award email:

Jefferson Community College is following the SUNY Guidelines and is prioritizing the awarding of Emergency Financial Aid Grants to students with the lowest Expected Family Contributions (EFC). The State University of New York (SUNY) created an awarding template that allows for students to receive an Emergency Financial Aid Grant that consists of two components: 1) a Base Grant dependent on the student's full time (FT) or part-time (PT) status plus 2) a standard supplemental amount based on the student's primary EFC. The EFC range on the template is 0 to 14,615 (2.5 times the max Pell 2021/22 EFC of 5,846). Award amounts will be calculated using the template after enrollment is finalized on the fall census date.
In order to be eligible at the time of distribution, a student must be enrolled in credit bearing courses at census for the fall 2021 term, filed a 2021-2022 Free Application for Federal Student Aid (FAFSA), and have a valid EFC ranging from 0 - 14,615.
Jefferson Community College chose to follow guidelines by SUNY which allowed up to 20% of funds to be awarded in the next academic term to impacted students.
The remainder of the HEERF III ARP Student grants will be distributed to students enrolled in credit bearing courses at census for the spring 2022 term, filed a 2021-2022 Free Application for Federal Student Aid (FAFSA), and have a 0 EFC. Should there still be remaining funds after all students with 0 EFCs are awarded, the EFC will be increased the next level higher ($1-2,923), and so forth until funding is fully distributed.

The State University of New York (SUNY) is currently drafting SUNY-Wide guideline and a distribution plan for the American Rescue Plan (HEERF III) Student Aid Funds which will provide vital emergency grants to SUNY undergraduate and graduate students with exceptional need and/or extraordinary financial circumstances. Once the guidance and distribution plan are formally approved and communication to the SUNY campuses, our required HEERF reporting disclosures will be updated.
