The Higher Education Emergency Relief Fund III (HEERF III) Supplemental Support under
the American Rescue Plan (SSARP) program, created under the American Rescue Plan Act
of 2021 (ARP) awarded funds to institutions
with the greatest unmet needs related to the novel coronavirus 2019 pandemic (coronavirus
or COVID-19).
Jefferson Community College applied for funding under absolute priority #4 Community
Colleges and Rural IHEs Serving a High Percentage of Low Income Students and Experiencing
Enrollment Declines. Under this priority, the Department has set a minimum threshold
for these institutions, both of which must be met to receive funds: (1) 50 percent
or more of degree/certificate-seeking undergraduate students enrolled in Fall 2019
were Pell Grant recipients; and (2) a 4.5 percent or greater decline in student enrollment
from Fall 2019 to Fall 2020. These percentages were set using data from IPEDS and
represent the Department's attempt to prioritize institutions that have the greatest
unmet needs.

the exclusive purpose of awarding emergency financial aid grants
to students of exceptional need.
